My iTune movies have sound only and unviewable picture that is a bunch of lines. I just changed computers.

Not for a Windows PC. You only need to have iTunes installed to view them. Try the steps here since they relate to not seeing the video under "If you can’t see your video playing": Play movies and other video in iTunes on PC
Otherwise, try closing iTunes and opening it again.
Since you just changed computers, also be sure the iTunes you downloaded for it is the most updated one: Update to the latest version of iTunes for Windows 10

Does this mean I have to install Apple tv app. in order to watch my iTune movies?
iTunes movies have sound only. I have changed computers and they were working on the old one. I have downloaded a couple of times.
