Cannot Fund Apple Cash with Business Debit

I work for a financial institution and customers are unable to use their business debit cards to fund apple cash. Consumer cards work fine. Business cards work fine for Apple Pay but not Apple Cash. The info on apple support pages says that credit cards and some prepaid cards are not eligible for Apple Cash and I understand that, but these cards are neither prepaid nor credit cards. Our processor stated this is an Apple issue. Is there a rule against business card BINs for this service?
