Locked Notes is blank after unlock on Mac Ventura, other devices work fine.

Notes can be Both in a Cloud service and also and refer to below.

Enable the On My Mac account

Store notes on your computer using the On My Mac account.

If the Locked Note is associated to an On My Mac Account and the user attempts to open from another Cloud based account - the Locked Note would not be presented

We understand that this behavior occurs with one specific note, and only occurs on your Mac. To help us isolate a bit more, let us know if the note appears with its content in a different user on your Mac. If needed, you can create a test user using the steps in Add a user or group on Mac.

Add a user

1. On your Mac, choose Apple menu  > System Settings, then click Users & Groups  in the sidebar. (You may need to scroll down.)
2. Click the Add Account button below the list of users on the right (you may be asked to enter your password.)
3. Click the New Account pop-up menu, then choose a type of user.
   1. Administrator: An administrator can add and manage other users, install apps, and change settings. The new user you create when you first set up your Mac is an administrator. Your Mac can have multiple administrators. You can create new ones, and convert standard users to administrators. Don’t set up automatic login for an administrator. If you do, someone could simply restart your Mac and gain access with administrator privileges. To keep your Mac secure, don’t share administrator names and passwords.
   2. Standard: Standard users are set up by an administrator. Standard users can install apps and change their own settings, but can’t add other users or change other users’ settings.
   3. Sharing Only: Sharing-only users can access shared files remotely, but can’t log in to the computer or change settings. To give the user permission to access your shared files or screen, you may need to change options in File Sharing, Screen Sharing, or Remote Management settings. See Set up file sharing and Share the screen of another Mac.
4. For more information about the options for each type of user, click the Help button in the lower-left corner of the dialog.
5. Enter a full name for the new user. An account name is generated automatically. To use a different account name, enter it now—you can’t change it later.
6. Enter a password for the user, then enter it again to verify. Enter a password hint to help the user remember their password.
7. Click Create User.

From there, sign into your iCloud account and set up iCloud Notes in the test user with the steps in Change iCloud settings for your Apple ID on Mac.

These details will help us determine whether the issue is system-wide on your Mac.

A - Above Ventura 13.0 was released Oct 24, 2022

A- Current version as of Dec 13, 2022 is version 13.1

It also happened to me with only one of the locked notes; after unlocking it I was able to see it in my iPhone, in some of my devices but in other devices (computers) it appeared blank. I went on my iPhone, removed the lock and created it again. That has solved the problem. Thanks

Same issue for me and I have it for a long time... On my old MacBook Pro 2017 and a 2022 MacBook Pro.

Don't understand how this issue persist for so long without any real and definitive solution!

Even the temporary solution provided here (check and uncheck "Notes" sync from iCloud doesn't work for me...

Please help!

I have the same problem. I update ventura 13.1 and the same problem occur.

I added a new user and the problem persist.

Any other solution would be helpful.

I have this exact same problem - I have a password protected note that opens on iPhone but when I open it on my iMac or MacBook Air it is blank. I don't share it with anyone else. So frustrating

I'm running Ventura 13.1 on my iMac & the Note still opens up blank...

I have the same problem. I updated to Ventura 13.2 and the same problem occur.

Also all images from locked notes were deleted.

Really disappoint issue!
