"Can't View Note" on iCloud Notes via Computer and Notes on iPhone mysteriously disappear.

I have locked Notes on iPhone 14 Pro Max, and it mysteriously disappeared. Hence, I logged on to iCloud Notes I saw the Note that disappeared still in iCloud. However, I was not able to unlock the Note as it has the error message "Can't View Note". This message appears on several of my other Locked notes but some others I was able to unlock.

I have tried Googling for help, but cannot find a solution. Please help.
