Mac mail flag count wrong after Ventura upgrade

After upgrading to Ventura, my Mac Mail flag count is wrong (by a lot!) This is on an M1 24" iMac. I am running Ventura 13.1. Note that this also happened with previous versions of Ventura. Please do not suggest rebuilding my mailbox, because that function doesn't work either, for some reason. See photo below. I actually have zero orange flagged messages, and no more than 20 total in all colors.

Try rebuilding Spotlight first. It seems to be a common issue with macOS updates lately. Possible an obscure issue in your index caused a problem post upgrade.


Rebuild the Spotlight index on your Mac - Apple Support


But if there is a corrupted, damaged mailbox, you might have to recover from backup and still might need to rebuild the mailbox.
