Hi, I have tried all these fixes and I am still unable to see the other person when using facetime. But they can see me? I have updated to the newest IOS 16.2 and I have an iphone 13 pro. any further suggestions

Me too. This has happened with three different people now since Dec.22. They can see me. None of your listed fixes applies.

If FaceTime is not working properly, you can start with these steps:
1. Update your device to the latest version of iOS or iPadOS if needed.
2. In the Settings app, tap Cellular. Make sure that your phone line turned on. If you use multiple SIMs, make sure that the phone number you want to use is selected and turned on.
3. In the Settings app, tap FaceTime. Turn FaceTime off and then back on.
4. Tap the phone number that you want to use with FaceTime.
If you haven't already, you'll also want to test FaceTime with other people to see if the same issue occurs with everyone. If the incoming video is only not working with that one specific person, and all other FaceTime Calls are fine then the issue is most likely coming from their end, not yours.
Issues with video are generally caused by a poor network connection. You'll want to make sure that both devices currently have a fast, stable internet connection. Wi-Fi is the most reliable for FaceTime, if either of you are using cellular, make sure you have an LTE or 5G (if using a supported model) connection. Anything less than LTE may be too slow for the video to reliably work.
