iCloud Photos Shared Library fails to share

I invite my wife to a shared photo library and her device it says: "user has removed permission or deleted the shared photo library."

I've tried this >5 times in the past few weeks. I've tried everything I could imagine:

- deleting the shared library altogether and re-enabling

- disabling iCloud photo sharing

- rebooting every device in the house, after each of the previous steps

What is going on? How do I fix?

My phone is at iOS 16.1 and iPadOS is at 16.1. MacOS is at the current version of Ventura.

It was an iOS version difference. My wife’s phone was at 16.0.x.

Three observations:

Her settings app didn’t have the “red” notification telling her there was an update
The error message is incredibly obscure - “missing permission or deleted library”. This must have been a common case and yet Apple managed to make it hard to find with error message, worse the help page doesn’t have the error message
iCloud photo sync is incredibly slow. It’s not using 1/20 of the bandwidth available to it.
