If the Apple Watch digital crown knob shows a red color or red ring, then the Apple Watch is cellular-capable.
Any Apple Watch that was purchased with the optional cellular capabilities, and the Apple Watch Ultra which always includes cellular, can directly originate and can receive cellular calls, assuming a cellular plan and adequate cellular coverage is available, yes.
Apple Watch will (parasitically) use the paired iPhone whenever within range, as that is more power efficient, and as the iPhone cellular capabilities are better and its battery bigger.
