Don't feel alone, many reports here from concerned user. We have seen this before with new upgrades...
I would simply wait for a point update to the macOS Ventura to sort the issue.
The current stable release of Ventura including bug fixes, is macOS Ventura 13.0.1

This file appears to have an icon indicating that your preferred application is Adobe (Reader or Acrobat).
Is that application up to date?
If you control-click, choose Open With, and select Preview, does it open?
I don't believe it's the problem with the file being in the cloud, because it opens even in the cloud, following screeshots
Is that file in the cloud? Quicklook cannot preview anything in the cloud. There is nothing in the file (on disk) to preview.
I'm going to upgrade now to 13.1
yea ! when I open the file with adobe it opens normally it's only in preview that this happens and it's not always. I'm going to upgrade to 13.1
It’ll download and open. It won’t download for Quicklook
