My iPhone is not getting SOME texts.
The only ones I received are from users who are pinned.
I made tests from my Google Voice and Requested a 2-factor verification code from a financial institute.
None were received.

After spending hours on the phone with Apple, we finally were able to get resolution by talking with our Cellular service provider, Verizon.
In a relatively short time, they resolve the problem.

Thank you LD150 for the suggestion. I believe they are correct. Additionally, the settings match other iPhones in my home that are working without issue, and I even took steps to toggle them (turning them off and on).
The phone is my wife's phone, so I am not 100% sure, but I looked around and saw nothing. Based on troubleshooting, I suspect the issue may be texts from non-apple devices. I also have the same experience working on cellular and Wi-Fi.
I think it is time for her to call Apple
If that is the case Apple may ask you to call the people who service SMS i.e. the network operator.
They might send a replacement SIM or a new eSIM setup
and
Set up imessage and facetime after change of number or SIM
Settings, Messages, Turn off iMessage
Settings, Face Time, Turn off Face Time
Restart the phone.
Settings, Messages, Turn on iMessage, SMS, MMS
Settings, Messages, send & Receive, select your number which should now be there.
Settings, Face Time, Turn on Face Time
I was also going to suggest using a SIM from another phone in there then doing the above procedure but you would need to then arrange for a non-apple SMS to be sent to it. That would eliminate the phone if successful.
Then when swapping back do the procedure agsin of course
Settings, Messages, make sure SMS and MMS are turned on.
Check you have Filter unknown Senders turned off and check blocked contacts.
Security software? VPN? Ad-blocker? any software or settings that differentiate that phone from any others?
If all the successful messages are from other Apple users contact your SIM provider.
