Some apps don't work on cellular data despite every troubleshoot I can think of

I have been having a problem for at least 6 months now where I can't use several of my apps on cellular data. Most notablly, Weather, Apple maps, Spotify, and every browser. I've tried every troubleshoot method I can think of. Reset the phone. Checked to make sure all cellular data is on for those apps. Update to the most current version for Iphone and the apps. Update network settings. Reset network settings. Delete the apps and reinstall them. I changed my phone to see if that would fix the problem and it didn't. I even switched over my network (TMobile) to a new network (AT&T) and got another phone, and it's still persisting.

The apps that do work work great. Lighting fast so I know it's not a signal issue. The apps that don't work simply say no network connection or they endlessly search. At this point I think it might be my apple account and I will have to make a completely new apple account, but I really don't want to back everything up and do that.

If anyone knows how to fix this, please let me know. This has been so frustrating. I've browsed through multiple fixes for this but can't find a solution to this problem.
