What does the dotted cloud mean around songs in your library?

why is it on all of my albums how can i get it off does it stop me from downloading my songs to my pc or phone

my apple library when i pull up my library have of the songs i have there is a blue cloud on the right side if it has a blue cloud it wont play whats wrong
