my apple library

when i pull up my library have of the songs i have there is a blue cloud on the right side if it has a blue cloud it wont play

whats wrong

Half of Apple Music Library is greyed out About 3000 songs have been greyed out and can't be played. File>Library>Update iCloud Music Library doesn't fix the problem The songs are playable from Browse (the songs are shown as added to library), and if I delete them and re-add them they are playable from Library, so it's not a licensing issue.
