Just today I haven’t been able to text or call anyone that does not have an iPhone. I have reset my phone multiple times, airplane mode, network reset, and made sure that all of my settings that need to be on for that to be possible are on. So why can I not text or call anyone that does not have an iPhone??

Seems to be a commonly-reported issue at this moment on these forums. So contact your Carrier, as they provide your with the serve of Messaging.
That’s something that you need to contact your carrier about.
