I have one person that I am not receiving texts from. I am receiving their phone calls but not their texts. I have an iPhone 13 with IOS 16.6.1
Are there any suggestions that could help fix this problem?

Are they using an Android or iPhone?
To receive text messages from an Android user you need an SMS plan enabled by your Carrier. Apple Inc. does provide SMS services.
To receive Text messages from iPhone users you need to Activate iMessage with your Phone Number. Else ask them to send text messages to your Apple ID.
