since 15.6.1 update on iPhone 12 pro my iPhone storage is maxed out and will not reduce even though I have app disenable on. App storage is maxed out and won't reduce

How do I free up space in storage? Apps will not reduce even though it stays at 127.4 GB out of 128 no matter what I delete. Its driving me insane

How do you permanently delete apps in IOS 15.6.1 because non of the normal ways are available
