im trying to use a late 2009 2.5" iMac running El Capitan as a display monitor for a 2019 MacBook Pro with the mini display port and hdmi to no avail. I used the target display mode but it wouldn't take. any suggestions?

You can use that model iMac as a display with certain other Macs, but that model MacBook Pro is not one of them.

It's no substitute for TDM but you can use Screen Sharing: Share the screen of another Mac - Apple Support.
No that will not work, because the 2009 21.5” I Mac’s does support Target Display Mode.
Plus the MacBook Pro would be stuck on Catalina which is about to become three macOS versions behind.
