Can't open downloaded files

Since upgrading to Monterey 12.5 on my Macbook pro, any files that I have downloaded or are received as an email attachment won't open. A pop up comes up saying that they file is damaged and should be put into the trash. Any help would be greatly appreciated!

I ran the script from terminal and made the changes in System Preferences, but the problem still remains. I am not attempting to open and run applications, I am having issues opening files that are downloaded (such as pdf, docx, ics, etc.). When I click on them to open them i receive the following message


“PCREPORT_2022_08_23_22_09.PDF” is damaged and can’t be opened. You should move it to the Trash.


This happens whether I receive the file via email attachment or download directly from a trusted website.

This only began happening after running the latest Mac OS update of Monterey.
