'file' is damaged and can't be opened. - why ?

I simply copied these files from an external drive to my system drive.

The are both plain text files, and I can (in terminal) 'cat' the files and I can open the files in vscode. But when I try to view them in CotEditor (or TextEdit) I get this error.


'readme.txt' is damaged can can't be opened. You should move it to the Trash.



How do I tell MacOS that I know better MacOS about this particular file - and it should just let me open it
