Along with privacy and location settings, verify the Weather app has the correct settings to use with Siri & Search: Change Siri settings on iPhone - Apple Support
"Change where Siri Suggestions appear
Go to Settings
> Siri & Search, then turn on or off any of the following:
- Allow Notifications
- Show in App Library & Spotlight
- Show When Sharing
- Show When Listening

Change Siri settings for a specific app
You can change which apps you can use with Siri, as well as the Siri Suggestions and Siri Shortcuts settings for any app.
- Go to Settings
> Siri & Search, then scroll down and select an app. - Turn settings on or off."
