Lego Star Wars TCS Family Sharing

Hi, I purchased the full game of Lego Star Wars TCS for my son’s iPad. I’d like to share the purchase to my other son’s iPad (they have different apple IDs) but I can’t figure out how to share the in-app purchase. Family sharing is on but “restore purchases” doesn’t do anything. Does anyone know if this sharing is possible? Thanks!
