iPhone rings out loud on silent. Spam callers NOT even in my contact list

My iPhone with updated iOS will ring out loud when silenced. These calls are unsolicited and NOT ANYWHERE in my contacts.

Also- I am not given the option to block the number or even refuse or send the call to voicemail while it is ringing.

(the latter has been going on for awhile- but the calls overriding silenced is new)

iPhone 12 Pro Max, iOS 15

In the Phone app , do any of the following.

Tap Favorites, Recents, or Voicemail. Tap. next to the number or contact you want to block, scroll down, then tap Block this Caller.
Tap Contacts, tap the contact you want to block, scroll down, then tap Block this Caller.

Avoid unwanted calls on iPhone - Apple Support (IN)

Set up an app to filter and detect spam calls

Go to Settings > Phone. Tap Call Blocking & Identification. Under Allow These Apps To Block Calls And Provide Caller ID, turn the app on or off. You can also reorder the apps based on priority.
