Why are unknown iPhone calls still going to voicemail after turning off Silence Unknown Callers?

I have been expecting important calls so I turned OFF my silence unknown callers, but calls are still get blocked and going to voicemail. I have tried turning it on for a few days and then turning off and restarting my phone and any unknown number is still sent to voicemail.
