iPad won't stay off when charging?

When I plug it in and power it down on the iPad charger and go to bed I get up and the screen is not on but the iPad is( I unplug it and the screen comes on like it was asleep), but sometimes it doesn’t do it. I’m just curious because other than the iPad works fine.

Generally, if you power it down first and then plug it in, it will come back on. If you plug it in and then power it off, it should stay off. However, there's very little advantage to turning it off while you charge it. It will only charge about 10-15 minutes faster. But more importantly, it won't back up to iCloud overnight.
