Any disturbance to the power while charging will cause the iPad to automatically restart when charging recommences. In addition to the information within the thread linked above, here are some additional considerations...

If you are using a multi-outlet USB-C Power Adapter and are simultaneously charging multiple-devices, the USB PD (Power Delivery) charging protocol may cause the Power Adapter to briefly interrupt charging as it switches between power profiles - potentially causing Apple devices that are shut-down to restart. This is anticipated behaviour.

If instead you have only one device connected for charging, a brief interruption to charging may indicate a problem with the charging cable or its connections to the Power Adapter and iPad, or some other issue.

As an aside, consider that keeping your iPad shut-down while charging may be counterproductive - as your iPad will be performing desirable background tasks while locked and connected to power in addition to charging - such as performing automatic backup to iCloud and synchronising data between your iPad and other devices. While shut-down, none of this activity can take place - potentially preventing your iCloud backup from being kept up to date. In the event of a disaster, not having a recent backup may lead to loss of data.
