Unable to update watch to pair

I have a new IPhone 13, and have tried everything in the support for pairing my watch to my new phone. I have tried to reset the watch, but I can’t get to any other screen on the watch but the start up. It will pair and say it needs an update, so I click install. It stops after a while and says “cannot update you are not connected Ted to the internet”. But I am..I’m connected to wi-fi and it just stops.
