Apple Watch will not update or pair to iPhone XR

I have an Apple Watch series 3 that I got from a friend. I have an iPhone XR with latest update downloaded. When trying to pair watch it keeps saying it needs to update watch to latest watchOS. I select to update and pair and then it says update failed. Watch is completely reset and has screen ready to pair and I am connected to WiFi!??
