Do I need a subscription to buy songs in iTunes Store?
I only purchase a few songs maybe every 4 months, do I have to have a subscription, or can I pay as I go along?

You can purchase individual songs as you wish. You do not need a subscription.
Make sure you are doing your search in the iTunes Store, not the Apple Music streaming catalog, by carefully following the steps in here:
