Hi, I'm looking to disable my personal hotspot option because the personal hotspot allows my laptop when connected to bypasses my circle home plus allowing adult content to be accessed on the internet.
I spoke to my cellular carrier/provider and they say that they have no control over this and that my device's manufacturer (Apple) are only able to do this.

You have full control to turn it off and/or change the password in Settings, Personal Hotspot.
If it is for your own safety because you cannot trust yourself then the carrier can block adult material going through your account, whatever they say. (Don't mention Personal Hotspot, that will confuse them)
