I have iPads that I use for business with approximately 20 employees. It seems as though they are using a personal hotspot on these work iPads. I do not want the employees using this as it is racking up data. How do I permanently lock personal hotspot on my iPad to prevent other users from using it?

If you are managing your business iPads, if you intend to control iPad functions (such as hotspot) by policy, you would be best advised to use Apple Configurator 2 to create a device profile - and, optionally, possibly consider use of an MDM platform to centrally manage your devices.
