why are contacts from my iphone not getting completly updated in icloud. Icloud does not have all the contacs as iphone reads.

Do you have iCloud Contacts already setup - Set up and use iCloud Contacts - Apple Support?
Obviously, since some of my contacts are on the cloud but not all.
Have you tried toggling Contact off/on on the iPhone?
I have tried that and when I go out to icloud and look at contacts nothing has changed
