i have found that in iPad contacts are not being updated from iCloud. What I found if I create contact in iPad it updates to iCloud and I find it in my phone. But it doesn't work other way around.

Ah I found that my contacts are actually on gmail account, which is not in icloud. By adding gmail in ipad solves the problem.

Have you tried briefly switching Contacts off/on on the iPad?
Yes. Through the settings>iCloud.
Assuming the iPad is the problematic device in question here, have you considered signing out of the device and signing back in?
