apple id locked due to security reasons, and so is my icloud mail!

Hi, i have real hick up case here, my apple id was locked after a ios 13 update . Now the apple id is locked due to security reasons, i answered my questions wrong.

I have forgotten 2 of 3 security questions and my apple id is with a icloud.com mail that i can not acess due to locked account!

I have a iphone 6S that has a activation lock with this apple id, i know the IMEI number.

Is there anyone who can assist and help how i can solved this?

contact Apple ID Support. Have a copy of the original purchase receipt with the serial number on it available.
