- A person can use the Find My app on a device owned by someone in their Family Sharing group.
- Alternatively, anybody can sign into https://www.icloud.com/find to locate their device using a browser. You don't need a two-factor code if you use any internet browser and log into www.icloud.com/find

Honestly, there is nothing Apple can do for you other than tell you what has already been said here.
They have no way of knowing if you are a concerned fiance or a stalker trying to follow someone. Apple takes privacy very seriously.

Not possible unless your fiancé is using the same Apple ID that you are on your iPhone.
