Your monitor (AOC – AOC Monitor 24V5CW) has several video inputs. Two HDMI v1.4 ones, one DisplayPort v1.2 one, and a USB-C one that could provide to 65W of power to a notebook computer. (The Mini won't draw power from the monitor. It expects to always get power directly from the wall.)
HDMI is pretty much for audio and video only. It doesn't connect anything else. Same with regular DisplayPort.
A USB-C connection can carry video (DisplayPort), USB data, and charging power at the same time. I'd assume that the USB-C connection hooked up both the Webcam and the four downstream USB-A ports on the monitor.
