Do I need to reinstall macOS Ventura to fix bugs?

I used Software Update last week to update macOS Ventura on my M1 Air.

Just a Ventura security update, I don't want Sequoia.

I have tried restarting, clearing history, and starting in safe mode, but the problem persists.

If I logout of the current User, into Admin, the problem does not appear in Admin as User.

I have even tried disabling Safari Extension (Adguard) but that had no effect.

Do I have to do a complete macOS reinstall to get rid of the bug?

I am not "mistaken". You clearly don't understand how things work here.
