Do I need to reinstall macOS Ventura to fix bugs?

I used Software Update last week to update macOS Ventura on my M1 Air.

Just a Ventura security update, I don't want Sequoia.

I have tried restarting, clearing history, and starting in safe mode, but the problem persists.

If I logout of the current User, into Admin, the problem does not appear in Admin as User.

I have even tried disabling Safari Extension (Adguard) but that had no effect.

Do I have to do a complete macOS reinstall to get rid of the bug?

Question

Is the " Safari Extension (Adguard) " also used in the Admin Account ?

Reinstalling the operating system over the existing installation will not fix this issue

Thank you "Old Toad", I enjoyed the previous "Pythonesque" contributions from your much-be-pointed colleagues, but I suspect you Sir, have hit the Proverbial, right on the proverb.

After updating my MBA M1 to macOS Ventura latest, last week, I did run a version of "Onyx" ( as routine maintenance ) that I had already installed. (Onyx 4.4.7).

That is the only alteration I have made, no anti-virus nonsense etc.

It may well be that has rodgered the ability to open webarchive files! (I shall enquire further at the Onyx site.)

If not that... ergo... it is a fruity Apple bug.

We shall see if this thread alerts the Apple mechanics to pull out the greasy-rag in time for the next "Security Update".

A forlorn hope I know, but not to fuss, we've had a laugh, at the wee ti'morous beastie et. al.

And for those who, perhaps like me, are still satisfied with old-Ventura...

Have you installed and run any "cleaning", "optimizing", "speed-up", anti-virus or VPN apps on your Mac?

You must have a 2019 or 2020 Intel 27" iMac as they are the only Intel iMacs that can run Sequoia. Why don't you want to run Sequoia? I've been running it for 6 months and it's an excellent macOS. It has over 7 updates since introduction.

The problem is the same as in the thread I tagged onto. ie. Safari saved webarchive icons on my desktop do NOT open when clicked. I just get a black open tab instead of the webarchive contents.

Weirdly, the thread seems to have been split into two by somebody other than me.

Also, the thread OP I tagged onto used an iMac, but my macOS is on an macbook Air M1

Are we now all clear what the problem is?

This is the thread I posted my OP in, because I have the same bug;

This post is not 'tagged onto' another thread. if it was, the moderators split it off into a new thread as it was either unrelated to the original discussion or was considered 'thread-jacking'.

There is no description of the problem in your post.

Thank you Owl-53; I'll try more than disabling Adguard, I'll delete it.< Done
I also deleted the ancillary files, restarted, confirmed no extensions installed, and tried opening webarchive icons on my desktop.< They refused to open, as before.

What to try next?

Respectfully I had specifically mentioned the AdGuard aspect of this issue that appeared in the Original posting
