I travel for work. I use my iPhone as an alarm clock to wake me in whichever hotel I happen be. I’m also learning to trade stock options to supplement my retirement, so I need an alarm to remind me when the New York Stock Exchange is about to close on weekdays. Can both these types of alarms be set on an iPhone?

You are correct that all the timers and alarms in Clock all activate at their set time in your currently active local time zone.
You should be able to set a recurring “Meeting” in NY, NY M-F at 1500 (U.S. Eastern) with an alert.
Meetings in Calendar always “hold” their time at the “Meeting” time zone …
… so your alerts will always alert when desired while also automatically adjusting for the worldwide vagaries of DST into account.
You can also use the Clock Widget to ALWAYS display U.S. Eastern time (I keep my own Widget on UTC) … although I’m not aware of a simple means to also set an alarm based on the “Widget’s Time.”
