Alarm settings

There is an app called Calarm that will sound an alarm based on calendar events. It's much lounder and more noticeable that the Calendar alerts themselves. You could pair that app with askbarnabas's suggestion.

You can set a reminder or a calendar event but you cannot set an alarm to skip weeks.
