Can't turn off passcode on iPad Mini IOS 18.5

Just replaced a couple of old iPads with two new iPad Mini's. For some reason I can't turn passcode off on either iPad Mini IOS 18.5. Turn passcode off is greyed out. Both required an IOS update. One was immediate the other I did later in the setup process. Before I did the update I was able to turn passcode off. Dang it.

I just use them as Kindles. Just reading books. They stay in the home.

I read a few posts and the most I could find was the screen time settings/content and privacy restrictions and that didn't fix the issue either off or on. They are on Find My but I haven't been able to get that to work with or without Find My.

If your iPad's use TouchID or FaceID authentication, a device Passcode must be set. If applicable, you must first disable TouchID/FaceID before you will be able to remove the device Passcode.

Be aware that removing the device Passcode will disable all of your iPads advanced functionality that has any security dependency - such as your Keychain and stored Passwords.
