How can I permanently turn off the "Reading Goals" feature in Books app on my Mac?

Does anyone have a workaround for permanently turning off the (juvenile and intrusive) "Reading Goals" "feature" (sic) in Books on a Mac? My hope with every new MacOs is that the engineers will have fixed this; but, alas, No. At this point it seems to be a pesky zombie that always comes back to life no matter how often one turns it off (Books > Settings > Reading Goals) or installs a new OS.

And, Yes, I have suggested this issue several times in Apple Feedback.

I wish the answer were that simple. So, in reply, No, neither the 15 Pro, nor the Air 5, nor the M4 mini, nor the office backup (and still functional) 27" (Intel) iMac, have reading goals enabled. Nor can I find any repeatable use pattern, such as rebooting, that would cause this default to appear. My best guess is a bug that is so minor (perhaps in the original build) that Apple software folk have relegated the problem to the not-worth-the-effort category as they work on current design issues. But, I do not really know since I was an academic and not a software engineer.
