iPhone Safari new tab is now completely blank page

Previously, when I would open a new tab in Safari, it would show me my favorite bookmarks. However, lately it shows me a completely blank black page. I have looked online about how to edit my start page in Safari, and they all say there should at least always be a button that lets me edit the page, but there is literally nothing, as my screenshot shows. I have recently migrated to a new device (from 6s to 16e) and applied software updates; it is possible that one of these events is related to this problem. Any advice?

Clearing Safari's history and website data will probably fix it.

You might also try using Tab Bar instead of Single Tab as shown in your screenshot, but I doubt it is related to that specific problem. Try it anyway; you can always revert to using Single Tab if that is your preference.
