2 separate things here.

What happens when you try to load music in the Music app exactly?

Do you get an error? If so, what does it say?

If you don't like the new Music App, uninstall it, and go back to using iTunes.

In fact it's recommended you go back to iTunes as the Music app on Windows PCs is still fairly limited.

Do note, if you installed any of the stand alone Apple apps, Music, TV or Devices, you will need to remove them all to make iTunes recover all its functions.

I just went through several hours of trying various ways to upload albums to Apple Music and failing, looked online for solutions that did not work. Ultimately, I found that when the folder name under which the songs are filed in Windows is too long then the "File Location" in Properties for each file is shortened with "~". If so, then Apple Music will not import the albums or songs. To resolve: 1) Copy the entire folder of songs to your Desktop. 2) On your Desktop shorten the folder name. 3) Copy the renamed folder of songs back to where you want them to be stored. 4) Check that the "File Location" in Properties is no longer shortened. Now Apple Music will import the entire folder or individual songs.
