How do I unpause syncing on iCloud account?

Not enough information to help. Be specific. How did it become paused? What did you do to pause it? Did you pause it for specific apps. Each app has the ability to pause or resume iCloud syncing.
On either a Mac or an iPhone go to...
Settings->Apple Account (your name)->iCloud->Saved to iCloud->See All and select the apps you want to sync to iCloud.
