Unable to open links from Safari on iPad after latest update

since a recent update I have not been able to download on you tube or when opening links from safari successfully

the top right Wi-Fi icon and the bars seem to disappear unless i go to settings to Wi-Fi settings and then when I go back to the other page it disappears again

Have you tried to force restart the iPad to see if the issues persist?

On your iPad without a Home button

Press and quickly release the volume button closest to the top button.
Press and quickly release the volume button farthest from the top button.
Press and hold the top button until the device begins to restart.

On your iPad with a Home button

Press and hold both the Home button and the top button until you see the Apple logo.
