Hello Chappy 8005,

Thanks for posting in the Apple Support Communities. We're happy to look into this with you.

Since the update, have you reviewed your Safari settings in Settings app to see what is currently selected for Tabs and adjusted them to see if one of the other options restores how it previously operated? If not, you might consider giving that a look. This is most likely the best option to resolve this particular issue.

Change the layout in Safari on iPad - Apple Support

Change the layout in Safari on iPad
In the Safari app , you can choose the tab bar layout that works best for you.

1. Go to Settings  > Safari, then scroll down to Tabs.

2. Select either Separate Tab Bar or Compact Tab Bar.

You can move between layouts as much as you want without losing the tabs you have open.

Note: If you’re using the Compact Tab Bar layout, the menus and layout may look different from what’s described in this guide.
The Safari section of the Settings app. Below tabs are the Separate Tab Bar and Compact Tab Bar options. Other options include Open New Tabs in Background and Close Tabs.

Best regards.
