iTunes stops responding when iPod connected on my mac

I got my iPod shuffle 4 from ebay a few months ago and meanwhile I upgraded my Mac from 2010 to high sierra from el captain and now when I connect my iPod to the Mac it said welcome to your new iPod and when I click any button like continue cancel or the arrows on the top it stopped responding I forced quit the application and reopened it still no window pop up when connected it only works when the iPod is disconnected when connected iTunes stopped responding when I force quit I have two options to send a report to apple or do nothing and reopen it when the window is opened I see a beach ball when connected
