Why my husband can’t join Apple Music family group?

I want to upgrade my Apple Music account to a family account and share it with my husband. I clicked on setup family sharing and selected my husband. When he clicks on the message he gets to join is says he must be a member of the family and can’t not join. Any help on how to fix this issue would be greatly appreciated. Thanks.

Seems your husband needs to join the family group you have set up as the organizer

Set up Family Sharing - Apple Support

Eg: says:

"If you can't accept the invitation, check if someone else joined a family with your Apple Account. Remember, you can only join one family at a time, and you can only switch to a different family group once per year."
