i have just bought my daughter an iPad however any time she downloads an app it’s sending a notification, the problem is I don’t have an apple device to be able to approve it. How can I resolve this.

You can approve the purchase directly on her iPad. Once the child requests approval and sends the notification an option to "Approve in person" should appear on the child's device. Tap on that to approve it. You will need to enter your Apple ID password to approve it.
Outside of that, you will need to acquire an apple device to make the approvals. You cannot approve from non-Apple devices.
An older iPhone or iPad should be fine and can be had cheaply.
