Apple TV A1842 MQD22RS/A stuck in restore mode

My Apple TV 4K stuck in recovery mode and I see three options - Reboot, Reset or Recover. But I cannot choose or apply one because it doesn't respond to remote. All I can do is press both Menu and TV to reset it once again. I have tried Menu and Plus to pair it again, TV and Minus to reset remote, to turn off TV from socket for more than 6 minutes. Is there any way to Reset to Default?
